"I came from a fisherman's background, so I can really understand the difficulties of fishermen." Guo Wenbiao is a fisherman in Xiaoshatou Village, Shitang Town, Wenling City, Zhejiang Province. He is also the chief of the folk rescue station of Shitang Sea Safety. This year, he was elected to the National People's Congress for the first time, and he has brought the voice of fishermen to the national two sessions.

Guo Wenbiao was born in Xiaoshatou Village, Shitang Town, Wenling City in November 1967. He began to learn fishing in the sea at the age of 13. When he was 15 years old, he saved an old man who fell into the water in a typhoon day. The next day, the old man's family came to him specially to thank him. "I was moved by them".

Guo Wenbiao head is not high, tan skin, water is very good, dive into the sea more than 20 meters deep, 5 minutes without breathing, in the water can also carry more than 100 pounds of iron anchor walk, the neighborhood called him "peace water ghost".

In 2008, Guo Wenbiao set up the country's first private maritime rescue station, and organized a rescue team to carry out voluntary maritime rescue. He has been awarded such honors as the National Moral Model, the National Voluntary Brave Model, the China Charity Award, and the "Maritime Bravery Award" issued by the International Maritime Organization.

Guo Wenbiao said that maritime rescue is passed down from the older generation. "As descendants of fishermen, we should certainly help fishermen," he said. He has saved more than 2,000 people since he was 15 years old.

Today, Guo Wenbiao has become a well-known local "sea guardian". Almost all fishing boats in the waters around Wenling have Guo Wenbiao's phone number. Whenever someone is in danger, Guo Wenbiao will give them a helping hand at the first time, and even fishermen from Shandong, Fujian and other places will ask him for help when they are in trouble in the nearby waters.

Guo Wenbiao, a former deputy to the provincial People's Congress and a member of the Standing Committee of the Taizhou Municipal Committee of the Chinese People's Political Consultative Conference, visited Beijing for the first time as an NPC deputy in March. In years of maritime rescue experience, Guo Wenbiao found that old fishing boats were one of the main causes of accidents.

Guo Wenbiao said that due to policy restrictions, some old trawlers cannot be dismantled and built originally, but can only be dismantled and rebuilt for other types of vessels. Many fishermen are unable to adapt to the new way of working and are unwilling to dismantle old vessels and build new vessels for livelihood. Instead, they continue to repair them, resulting in a large number of old fishing boats, and the boat condition is deteriorating, which affects the safety of production to a certain extent.

He suggested that the relevant policies of the Regulations on the Management of Fishing Permits should be adjusted. He suggested that the Ministry of Agriculture and Rural Affairs should take into account the livelihood of fishermen and the carrying capacity of resources and environment, appropriately release the approval of the construction of trawlers, and allow fishermen to dismantle the original construction of trawlers.

In addition, we will speed up the upgrading of old fishing vessels, prioritize the upgrading of old fishing vessels over 20 years old, promote the upgrading of existing wooden and steel fishing vessels to resource-friendly and new materials, promote energy conservation and emission reduction, promote the modernization of fishery equipment, and comprehensively improve the level of fishery production safety.

Guo Wenbiao's responsibilities have increased since he was elected to the National People's Congress, but his dedication to working for fishermen remains the same as his passion for saving lives.
